CONPSS Meaning

The meaning of CONPSS is Consolidated Public Service Salary Structure.

Based on the negotiations between the Federal Government of Nigeria and Organised Labour which was represented by the Joint National Public Negotiation Council which led to the enactment of the National Minimum Wage (Amendment) Act 2019, there were consequential adjustments of the salaries of employees in the Federal Public Service. Also, the President of the Federal Republic of Nigeria approved the revision of the Consolidated Public Service Salary Structure (CONPSS) to reflect the National Minimum Wage. This took effect from 18th April 2019.

Explanatory Note

It is important to mention that the above salary scale is per annum. The National Minimum Wage in Nigeria is N30,000 which translates into N360,000 per annum. This means that anyone who is employed at Level 1 Step 1 will earn N360,000. People in this category may include cleaners, office assistants, and other personnel without any formal education or who only possess a Primary School Leaving Certificate. On the other hand, the highest-paid civil servant in Nigeria based on the new National Minimum Wage (Amendment) Act 2019  will receive N6,215,435. This applies to civil servants at Level 17 Step 9.

As you must have seen from the table, being at a higher level of the cadre does not necessarily guarantee a higher salary. For instance, a civil servant at Level 1 Step 14 earns more than someone who is at Level 2 Step 9, Level 3 Step 8, Level 4 Step 5, and Level 5 Step 3.  While a civil servant at Level 1 Step 15 will earn N418097, his contemporaries at Level 2 Step 9, Level 3 Step 8, Level 4 Step 5, and Level 5 Step 3 will earn N410, 072, N416,444, N410,710, and N414,546 respectively.

Therefore, if the salary is much more important to you, you may need to negotiate for a higher step rather than negotiating for a higher level. However, in terms of seniority, civil servants in higher levels are considered to be senior to civil servants in lower levels. So, you need to understand what you really want so that you don’t shoot yourself in the leg during negotiation.
